A recent study by ZeroBounce highlights the world’s most digitally dependent cities in 2025, revealing that Dubai ranks first, followed by Shanghai and Seoul. The study assesses cities based on their digital infrastructure, including internet speed, public Wi-Fi availability, CCTV surveillance, online reporting systems, pollution monitoring applications, digital healthcare access, and smart transportation solutions.

The findings indicate a growing global divide, with Asian and Middle Eastern cities dominating digital advancements while European cities excel in digital nomad environments.

Dubai Leads in Digital Dependence with Strong Infrastructure

Dubai has emerged as the most digitally dependent city in 2025, achieving the highest overall score of 79.1. The city ranks second globally in internet speed performance and has the highest CCTV presence at 88.5. Additionally, Dubai excels in online reporting of maintenance issues, reflecting its commitment to digital governance and smart city initiatives.

Shanghai Tops in Digitised Transport and Pollution Monitoring

Ranking second globally, Shanghai achieved a score of 71.4 due to its advanced pollution monitoring systems (89.7) and world-leading digitised transport infrastructure (87.5). The city also scores highly in online traffic information (88.1) and maintenance reporting (84.5), surpassing Dubai in these aspects.

Seoul Secures Third Place with Strong Digital Public Services

Seoul ranks third with a score of 70.0, showcasing excellence in public Wi-Fi availability and digital security. The city maintains a CCTV coverage score of 80.6 and ranks 19th globally in internet speed, highlighting its strong digital connectivity. Notably, Seoul has a digital nomad ranking of 4.47, surpassing both Dubai and Shanghai.

Beijing and Singapore Strengthen Asia’s Digital Leadership

Beijing ranks fourth with a score of 66.3, performing strongly in pollution monitoring (86.5) and digital transport infrastructure (83.7). Singapore follows closely at fifth place, scoring 64.6 and excelling in CCTV coverage (80.8%) and public Wi-Fi accessibility.

European Cities Excel in Digital Nomad Rankings

While Asian and Middle Eastern cities lead in digital dependence, European cities offer the best environments for digital nomads. Amsterdam and Barcelona rank seventh and eighth, respectively, with high digital nomad scores. Amsterdam’s digital nomad ranking of 5.11 and Barcelona’s 5.82 are the highest among the top 10 cities. However, their overall digital infrastructure scores remain lower due to reduced surveillance coverage and public service digitisation.

New York City and Stockholm Represent North America and Scandinavia

New York City ranks ninth, scoring 51.9, with a balanced performance across categories. The city has 57.2 CCTV coverage, nearly double that of Amsterdam, but falls behind in transport digitalisation. Stockholm completes the top 10 with a score of 51.8, excelling in internet connectivity (15th globally) and digitised transport infrastructure (70.0), the highest among European cities.
